Speak Up - North Carolina Challenge

More than 500,000 students, parents and teachers will share their views on technology and learning to inform policy at the local, state and national levels as part of the 13th annual Speak Up National Research Project. Between now and December 18th, all K-12 students, parents, teachers, administrators and community members in North Carolina have the opportunity to participate in the online surveys. To manage your school or district information and obtain free, online access to your school or district’s aggregated results, your registration must be activated with a primary contact by registering on the Speak Up website. The district/school timeline is a great tool to help you prepare for the Speak Up survey period.
North Carolina had two districts listed in the Top 5 Districts across the nation for total participation last year. Our challenge is to have more NC districts recognized as Leading School Districts for 2015! Speak Up data is a data source to inform their district technology planning and budgets, assess professional development needs, plan school reform efforts, measure the effectiveness of Digital Teaching & Learning initiatives or substantiate grant applications. Connected Educator Month

One important note to remember as you “get involved” during Connected Educator Month is that this is a year-round, lifelong process. Today we examine ways to keep your connectedness perpetual. PRC 030 Funds (July 30, 2014)
At the June State Board of Education meeting, the Board approved the application process for the PRC 030 funds that were allocated in the 2013 General Assembly Budget. This process set a deadline for applications of August 1, 2014. Since that time, the 2014 General Assembly short session budget negotiations have been taking place. While we still await a final budget, early proposed versions from the House eliminated the PRC 030 funds and moved them into other school fund sources. Therefore, it is possible that there will be no PRC 030 funds for 2014-15 and therefore will be no need for an application process. However, until we see a final budget, we do not know if this change will actually take place. Therefore, we are postponing the application deadline until August 15, 2014. If the budget does eliminate these funds, we will send out another communication letting you know that you do not need to apply. Thank you for your patience with this process.

iPad digital storytelling workshop
LEARN NC and the Center for Digital Storytelling are co-hosting an iPad digital storytelling workshop from March 27-29, 2014 at the University of North Carolina in Chapel Hill. This immersive workshop will focus on the strategies and technologies of creating a digital narrative with a special emphasis on classroom application.
This hands-on workshop supports participants as they create powerful first-person narratives by harnessing the audio and visual digital capabilities of the iPad. The workshop is an exciting introduction into the experience of writing for multimedia and developing visual narratives that enhance the communication value of the story. The workshop process includes an introduction to the “Seven Steps of Digital Storytelling,” participation in a story circle, script writing and recording, and using the photo and video editing features of the iPad to integrate images and audio. Digital stories are completed during the workshop. As they finish their digital stories, participants move into the second component of the workshop, in which we explore implementation issues. Strategies for managing the creation of digital stories in K-12 classrooms are presented and discussed.
Each participant receives a digital packet of classroom resources for digital storytelling projects, including a software guide and a sample assessment rubric. iPads will also be available for use. Continuing Education Credits are available through LEARN NC.

Implementing the Common Core State Standards: The Role of the School Librarian
Please find linked below Implementing the Common Core State Standards: The Role of the School Librarian released October 31st and distributed at the recent American Association of School Librarians (AASL) Conference to all attendees. This Action Brief for school librarians is a starting point, designed to increase awareness of the standards, create a sense of urgency around their implementation, and provide these stakeholders — who are faced with dramatically increased expectations in the context of fewer resources — with a deeper understanding of the standards and their role in implementing the standards. Achieve, in partnership with the American Association of School Librarians, released this with support from the MetLife Foundation.
Excellent examples are provided throughout the document which paint a picture for school librarians and other stakeholders in your schools what the potential role for school librarians can and should be in regard to implementation of the CCSS and the change in school culture needed to effect that change.

Sign Up for Speak UP
Calling all K-12 Students, Teachers, Administrators & Parents to share their ideas about the use of technology for learning through SPEAK UP 2013 sponsored by Project Tomorrow. Surveys are available until December 20, 2013 for: K-12 students, teachers, librarians, principals, district administrators, technology leaders, parents, business partners and community members. The parent survey is also available in Spanish! Every participating school and district receives free online access to your own participant data in February 2014 including the national and state data for comparison.

PRC 30 Digital Learning Funds
PRC 30 Digital Learning Funds have been allocated from lottery proceeds in the 2013-2015 biennial budget for digital learning content and professional development. A county may use monies in this fund for digital learning needs such as school connectivity, digital textbooks and instructional resources, or digital devices. A county that uses these funds for digital learning needs shall also use a portion of the funds to ensure high-quality, ongoing professional development for teachers.

Educator Effectiveness and Career and Technical Education Assessments
In October 2013, the State Board of Education (SBE) approved a new policy (GCS-A-016) on the use of state assessments in North Carolina's educator effectiveness model. This new policy lists the assessments that will be used to measure student growth and outlines policies and procedures for the administration of the NC Final Exams (formerly known as the Common Exams). While the Career and Technical Education (CTE) State Assessments are listed in the policy as one of the assessments to measure student growth, the CTE State Assessments are not subject to all of the requirements of the new policy. This memo provides clarity to the requirements for the administration of the CTE assessments.

"Give Five - Read Five"
The North Carolina Department of Public Instruction has launched the "Give Five - Read Five" campaign. As a part of this initiative, we are asking parents, business leaders and members of our communities to donate five new or gently-used books to their local elementary school. Research done at Harvard University by Dr. James Kim shows that even reading four or five books over the summer helps to prevent the summer slump so just imagine what we will accomplish if we make sure every student in grades K-5 leaves school on the last day of the year with new books in hand. Tools for Classroom and Benchmark Assessments
Beginning July 1, 2013, the North Carolina Department of Public Instruction will begin implementation of Home Base, an instructional improvement system that will be a resource for teachers, parents, students, and administrators. Home Base will include classroom and benchmark assessment items for use by LEAs and schools across the state. To facilitate use of these tools, the current item banks delivered through ClassScape will be loaded into Home Base by July 1, 2013. Read more...

CeCTO Certification Program
The NC Certified Educational Chief Technology Officer certification program (CeCTO) is an exciting and dynamic program featuring two components: one for superintendents and one for technology directors. Instruction for the CeCTO course covers topics such as strategic technology planning, communications, project management, emerging trends, risk assessment and management, acquisition management, change management, leadership, security, legal issues, and financial trends. Over 82 LEAs and charter schools have already participated and benefited from the program. For the 2013 year, the NCDPI will cover registration costs; travel costs are the responsibility of the LEA or charter school. With the many changes occurring in the NC Standard Course of Study, along with new assessments, a new educator evaluation system and more, the NCDPI has produced a number of podcasts for teachers, principals, parents and others interested in a video resource to explain the work under way. Assessment Specifications for Common Exams Available Online
Teachers can access the assessment specifications for the high school common exams on the Educator Effectiveness website. The specifications provide information on the standards within a course, how heavily each is weighted on the common exam, and which question types will be used to assess each standard. Specifications for the middle school and upper elementary school common exams will be posted in the coming months. Online Testing Webinar
An Online Assessment-What You Need to Know webinar for LEA/charter school test coordinators and LEA/charter school technical staff will be held on Monday, November 19 from 3:30 pm – 5:00 pm.This webinar will provide an overview of the new online assessment features for 2012-13, changes to the NCTest technical requirements, and tips for successful online assessment administrations. Tech Readiness Tool

It is now time for the Fall 2012 data collection for the Technology Readiness Tool. Please review the information that has been provided for your LEAs and schools and see if there are changes to be made or information to be added to the system. All updates and new information should be entered into the system by December 1, 2012. Please direct all questions to Kayla Siler at kayla.siler@dpi.nc.gov. Technology Proficiency Reporting Requirements
There is still a federal requirement to report technology proficiency in 2012. Due to delays in USED communications, LEAs have not yet received reporting information. Please continue to implement the plans that you have in place for gathering proficiency data. Directions for reporting that data will be communicated as soon as possible.
STEM Webinar Scheduled
The North Carolina Department of Public Instruction in collaboration with NC STEM will host a STEM Webinar on Thursday, January 26, 2012, from 10-11 am. The webinar will focus on a new service for North Carolina schools called the NC STEM Learning Network. This webinar is designed to elaborate on STEM tools, resources and professional development programs for schools, school systems, and programs. Speak Up is a national research project that collects and reports the views of K-12 students, teachers, administrators, and parents on the use of technology for learning. Administrators and teachers can collect and use the data to conduct a needs assessment and create a vision for 21st century learning in their school/district/state. They can also use the data to create and inform technology initiatives or create strategic technology plans.
